Lunar Data Analysis program (LDAP)
The ROSES 2014 Lunar Data Analysis program (LDAP)   Appendix C.8 specifies that:
NASA plans to solicit for this program element in ROSES-2014. NASA will issue an amendment to ROSES to provide specific information about the element. The proposal due date will be at least 90 days after the release of the amendment.
The research solicitation states:
In order to take full advantage of the wealth of lunar data from recent and ongoing missions, the Lunar Data Analysis program (LDAP) will support data analysis of specific lunar missions. These include: LRO, GRAIL, LADEE, ARTEMIS, LCROSS, and Chandrayaan-1/M3. Data analysis from mission by other space agencies may by considered as well.
 
A Step-1 proposal is required and must be submitted electronically by the Authorized Organizational Representative (AOR). No budget is required. Only proposers who submit a Step-1 proposal are eligible to submit a Step-2 proposal. Full (Step-2) proposals must broadly contain the same scientific goals proposed in the Step-1 proposal. The Step-1 proposal title and Principal Investigator cannot be adjusted, nor can funded team members be added between the Step-1 and Step-2 proposals, unless with the written approval of the NASA Program Officer. This approval must be at least two weeks in advance of the Step-2 due date. Submission of the Step-1 proposal does not obligate the proposer to submit a Step-2 (full) proposal later.
