Description :	This is release 3 of MESSENGER data. This release consists of Experiment Data Records (EDR) data acquired by the Energetic Particle and Plasma Spectrometer (EPPS) as measured by the Fast Imaging Plasma Spectrometer (FIPS) instrument at Earth and Venus over the interval 2004-216 (3-Aug) to 2008-028 (28-Jan)
